The priests of the Archdiocese of Baltimore are served by the Priest Personnel Board, an elected body with a changing membership resulting from periodic elections. The Board serves the interests of all Archdiocesan priests within or outside the Archdiocese as a resource to priests in establishing and maintaining satisfactory and fulfilling working and living situations. The Board also assists the Archbishop of Baltimore and his staff on personnel matters relating to the priests of the Archdiocese.

Goals by Committee

Compensation (Rev. Richard Lawrence)

  • Explore the possibility of a better, more comprehensive, health care program for priests. Bring the current effort to completion.
  • Review the Salary scale vis-à-vis
    • home ownership that builds equity for the future
    • the need of personal savings to supplement a priest's pension and Social Security income
  • Explore the possibility of a PEA for retired priests.
  • Explore a compensation program for priests that is not dependant on parish income or wealth. 

Ongoing Formation Committee (Msgr. Richard Tillman)

  • Complete and execute plans for priest convocation in September 2006.
  • Develop a two year plan of formation programs:
    • Develop a tracking system for CEUs for on-going formation.
    • Develop workshops and resources for Liturgy.
    • Identify and recruit speakers and presenters for programs over the next two years.
    • Develop training or a workshop on gay/lesbian issues and concerns.
    • Present a workshop on Simple Living.
  • Provide programs for on-going pastor training.
  • Develop resources for individual or group use, re: on-going formation.

Policy Committee (Rev. Kevin Schening, Chair)

  • Review Priest Personnel Policy Handbook.  Consult each committee regarding policies effecting and guiding its work.
  • Socialize the Priest Expectation document when it is approved.
  • Compare the Review of Ministry process with those used in other professions.
  • Continue development of the Review of Ministry process.
  • Expand and explain to the whole presbyterate the coaching program.
  • Review the Priest Personnel Board election process:  peer group representation vs. regional representation.

Placement Committee (Msgr. Loyd Aiken, Chair)

  • Review the parish consultation process:  Who does it?
  • Continue the placement process of priests.
  • Update the Annual Personal Information form.
  • Review the process for placement application.
  • Develop Guidelines for accepting, welcoming and housing external priests.

Executive Committee (Rev. Jeffrey Dauses, Chair)

  • To provide for the efficient organization and operation of the Priest Personnel Board.
  • To develop a vision of ministry in the Archdiocese for the next decade.
